PROBLEM TO BE SOLVED: To provide a high quality composite fluorescent powder which can realize a variety of spectra, color rendering indexes, color temperatures, and colors, a light emitter using the same, and a method for producing the composite fluorescent powder.

SOLUTION: The composite fluorescent powder according to the present invention comprises composite particles. Each of the composite particles contains 2 or more types of fluorescent particles having emission spectra differing from each other and a light-transmittable binder that is formed between the fluorescent particles for gathering the fluorescent particles.
