PROBLEM TO BE SOLVED: To allow download of various programs such as a boot program only from an allowed main substrate to a non-volatile memory in a sub-substrate storing no program. SOLUTION: The sub-substrate 20 releases only a check program area serving as a part of a boot area in a memory space on a sub-substrate 20 side to the main substrate 10. The main substrate 10 downloads a check program to the released area. The sub-substrate 20 starts the downloaded check program to determine whether the connected main substrate 10 is a permitted target, from which program download is allowed, or not. The sub-substrate 20 releases the boot area in the memory space on the sub-substrate 20 when the connected substrate 10 is the permitted target.
