PROBLEM TO BE SOLVED: To provide an optical diaphragm device where frictional sound caused by sliding of a plurality of light shielding blades is not produced even when the plurality of light shielding blades are formed of a metallic material, whereby silence is secured, and also to provide a projector. SOLUTION: The plurality of light shielding blades 52 constituting the optical diaphragm device are constituted by each including a blade plate 521, and a bearing part 522 which is provided integrally with the blade plate 521, through which a turning shaft 53 is inserted and which is journaled by the turning shaft 53. The adjacent blade plates 521 are attached to a base plate 51 and a blade pressing member 54 through a plurality of turning shafts 53 in such a state that they are separated at prescribed intervals in the optical axis direction of luminous flux. As for the bearing part 522, in such a state that the optical diaphragm device is assembled, the thickness dimension in the optical axis direction of the luminous flux at the bearing part 522 is larger than the thickness dimension in the optical axis direction of the luminous flux on the blade plate 521, and its end face in the optical axis direction abuts on the abutting surface 5124 of the base plate 51.
