The invention provides herbicides for agricultural and horticultural use which contain as the active ingredient pyrazole derivatives or salts thereof and which can control a wide variety of lowland and upland weeds even in low doses without chemical damage to useful crop plants, namely, plant controllers for agricultural and horticultural use which contain as the active ingredient pyrazole derivatives represented by the general formula [I] or salts thereof: [I] wherein A is phenyl or an aromatic heterocyclic group; X is C<SUB>3-8</SUB> cycloalkyl which may be substituted with a member selected from the group (a) of substituents; Y is halogeno or cyano; W is oxygen, sulfur, or CH<SUB>2</SUB>; L is oxygen or sulfur; R is hydrogen or C<SUB>1-8</SUB> alkyl; R<SUP>1</SUP> is hydrogen or halogeno; m is an integer of 1 to 5; and n is an integer of 0 to 4.
