A communication system and a transmitter apparatus having a high degree of flexibility in the placement of a light source. A transmitter apparatus (100) uses visible lights, which are emitted by a plurality of LEDs (110), to transmit information to a receiver apparatus (200). The transmitter apparatus (100) comprises user data LEDs (110) that transmit user data; pilot signal LEDs (110) that transmit pilot signals; and control signal LEDs (110) that are positioned in accordance with the positions of the pilot signal LEDs (110) and that transmit broadcast information required for the receiver apparatus (200) to receive the user data.
