A system and a method for transmitting broadcast are provided to enable a DMC to generate mosaic video data and plural mosaic meta data having different packet identifiers and multiplex the mosaic video data and the plural mosaic meta data with plural video and audio data to provide the multiplexed mosaic video data and mosaic meta data to SO(Service Operator)s so that the SO can provide a mosaic broadcasting guide receiving local video and audio data without a mosaic meta data generator in itself to a broadcasting receiver. A DMC(Digital Media Center)(200) comprises the followings: a mosaic video data generator(210) which generates mosaic video data, wherein the mosaic video data comprises at least one mosaic screen including reduced screens of a part of plural video data; a mosaic meta data generator(230) which generates plural mosaic meta data in which different packet identifiers are given according to plural SO(Service Operator)s by regions, wherein the mosaic meta data comprises channel information which the mosaic video data includes; and a multiplexer(240) which multiplexes plural video data, plural audio data, the mosaic video data, and the mosaic meta data to generate signals for distribution.
