PROBLEM TO BE SOLVED: To rapidly control a controlled device. SOLUTION: An external device driver 121 decides whether data supplied from a peripheral driver 51 are a normal command or a through-command. When it is decided that they are the through-command, the external device driver 121 converts received contents (command) into data decodable in an application layer, and stores the data in a through-command FIFO 123 of the application layer, and directly notifies a command execution part 122 about a reception event. The command execution part 122 executes the through-command, calculates a new internal state, supplies a calculation result to a system state monitoring program 54, and stores it in a return FIFO 72B.
