PROBLEM TO BE SOLVED: To provide a brush capable of preventing the dispersion of a filling density between powder for molding a low resistive layer and powder for molding a high resistive layer, as well as electrolytic corrosion, and capable of inhibiting sparking. SOLUTION: In the brush having the low resistive layer and the high resistive layer, the outer surface of the brush body composed of the low resistive layer at least except a sliding surface is covered with the film of the high resistive layer. Preferably, the film of the high resistive layer covers the outer surface of the brush body composed of the low resistive layer at least except the sliding surface by coating, spraying or oxidizing the outer surface of the resistive layer.
