PROBLEM TO BE SOLVED: To automatically detect a suspicious person or a suspicious item concealed in a specified space such as each toilet booth in a public toilet, and to allow a proper evacuation action for persons in the vicinity thereof. SOLUTION: The presence and motion of an object is sensed respectively in a wide sensing area covering the whole space in the toilet booth, and in a plurality of narrow sensing areas covering respectively prescribed partial spaces such as a wall side and a toilet bowl rear side, using radio Doppler sensors or the like. The entry of a person in the toilet booth is determined at first based on a sensed result in the wide sensing area, and the presence of the suspicious person or the suspicious item is determined based on sensed results in the plurality of narrow sensing areas, after the entry of the person is determined.
