PROBLEM TO BE SOLVED: To provide a method and a device for eliminating a static pattern of error diffusion. SOLUTION: A truncation circuit 20 generates an output data Y_out and a truncation error from current input video data Y_IN. The error output is added to a neighboring video data Y_IN by a summation circuit 10 via a chain random noise insertion circuit 40 generating white noise 40 and a diffusion computation circuit 30.
