A resource and admission control processing method, an access layer Resource and Admission Control Function(RACF) and a Service -based Policy Decision Function(SPDF) are provided, the method includes the Proxy Call Session Control Function(P-CSCF) in the origination side home network receives the offer response message returned by the termination side user, and then triggers the SPDF configuring the IP Multimedia Subsystem(IMS) connection for the Core Border Gateway Function(C-BGF) in the origination side home network. After configuring IMS connection successfully, the SPDF transmits the admission request message carrying the current media stream address information to the Access-Resource and Admission Control Function(A-RACF) in the origination side home network. the A-RACF implements the resource and admission control process to the corresponding media stream according to the received admission request message. The present invention can make the resource and admission control process implemented by the A-RACF to the media stream is significative.
