PROBLEM TO BE SOLVED: To provide an excellent image without density reduction and fog for a long period of time by maintaining the resettability of developer on a developer carrier at a high level over a long period of time, thereby preventing filming of the developer. SOLUTION: The developing device has a developer carrier 106 arranged opposite to an image carrier 200, a regulating member 102 brought into contact with the developer carrier, to regulate the developer to a predetermined amount and a developer supplying member 105 coming into contact with the developer carrier, to supply the developer, and develops a latent image on the image carrier by applying a bias to the developer carrier. In the developing device, during development, a bias which has the same potential as that of the developer carrier or is so as to generate an electric field in a direction where the normally charged developer on the developer carrier is attracted to the developer supplying member is applied to the developer supplying member, and during a period except development, a bias which has the same potential as that of the developer carrier or is so as to generate an electric field in a direction where the normally charged developer is applied to the developer carrier is applied to the developer supplying member.
