PROBLEM TO BE SOLVED: To precisely and simply specify the state of excitation to a multimode optical circuit. SOLUTION: Being opposed to a core end face of an optical waveguide, a holey fiber having a predetermined NA is put in a guide groove, and the optical waveguide is excited by propagation light of the holey fiber. Then, the optical waveguide is formed on a substrate provided with the guide groove. The NA of the holey fiber is adjusted by changing the number and the positions of holes formed in the core of the holey fiber.
