PROBLEM TO BE SOLVED: To make a participant feel comfortable when the participant gets in a vehicle. SOLUTION: When the pre-air-conditioning has been directed, a suction port is set to the inside air circulation mode, and the sucked air is discharged toward the lower portion of a cabin by driving a compressor and a blower fan (130 to 136). Then, when a door switch has detected that a crew member has got in the vehicle (100, 102), the air is discharged toward the upper portion of the cabin by directing the discharge port toward the upper portion of the cabin with the suction port still set to the inside air circulation mode (114 to 124). In other words, the cooled air existing in the lower portion of the cabin is sucked and cooled, and is discharged toward the participant. In addition, when the pre-air-conditioning is started, the battery capacity is detected.
