PROBLEM TO BE SOLVED: To secure stable picture quality for a long period by preventing toner supplied from a toner supply hole from being supplied directly onto a toner carrier. SOLUTION: A developing device is equipped with the toner carrier 2, a toner storage section 3 which holds the toner carrier 2 and stores toner, a toner supply section 4 which supplies toner to the toner storage section 3 by a toner supply member 5, the toner supply hole 6 which is bored in a partition wall partitioning off the toner storage section 3 and toner supply section 4 opposite the toner carrier 2, a layer thickness restricting member 7 arranged above an area of a circumference of the toner carrier 2 which faces the toner supply hole 6, and a guide magnetic pole M1 which is incorporated in the toner carrier 2 and can produces a magnetic field for forming a toner reservoir 8 where toner circulates and moves below the layer thickness restricting member 7 over the entire are facing the toner supply hole 6 and supplying supplied toner to the toner carrier in the circulating direction of the toner reservoir 8 by bypassing.
