PROBLEM TO BE SOLVED: To provide a verification data generation device, capable of easily generating verification procedure data (XSLT script) for verifying that application data for control system (XML document) is valid. SOLUTION: A data specification description document 30 is formed. The document describes specification of each data element contained in the XML document 50 describing the application data by conditions to be satisfied by each data element in relation with other data elements or by verification procedures of the conditions in a language easy to describe or understand. The verification data generation device 10 generates, based on the data specification description document 30, the verification procedure data (XSLT script) 40 for verifying whether each data element contained in the XML document 50 of an object satisfies the conditions described in the document 30 or not.
