PROBLEM TO BE SOLVED: To find the fraudulence of replacing a normal ROM to a fraudulent ROM in an early stage. SOLUTION: The generation information of power interruption time is preserved in a sub controller when power is interrupted (S933), whether or not it was a high probability state when the power was interrupted is judged on the basis of the information stored in S933 when the power is supplied (S907), and when it was the high probability state when the power was interrupted, it is reported that it is under the high probability state by a reporting pattern different from the reporting pattern during the high probability state when a prescribed condition is established during a normal probability and the high probability state is attained.
