An image encoder for correcting blur of a moving image due to camera shake during imaging by detecting a movement in the image and segmenting the image in accordance with the movement and recording and transmitting the moving image. The image encoder comprises first encoding means (1) for encoding an input image and outputting a motion vector used for the encoding, segmentation position determining means (2) for determining a segmentation position of the image on the basis of the outputted motion vector, image segmenting means (3) for segmenting the input image into a predetermined size according to the image segmentation position outputted from the segmentation position determining means (2), and second encoding means (4) for encoding the segmented image outputted from the image segmenting means (3).
