<P>PROBLEM TO BE SOLVED: To improve the quality of services for a purchaser and to increase a capacity for the number of users by improving information provision for the purchaser and reply speed of information collection related to management thereafter regardless of limited processing speed of a central server and transmission speed of a communication line. <P>SOLUTION: Selling product information obtained from the central server 10 is provided for a user terminal 14 of the purchaser connected to a regional server 12 by the communication line 3 via the regional server 12 on a communication line 1. The purchaser information obtained on the communication line 3 from the purchaser is totaled in the regional server 12 and the obtained user totaled information is transmitted to the central server 10 by the communication line 1. In purchasing a product, the regional server 12 places an order for the product with a product dealer not through the central server 10, settles purchase payment at a financial institution via the communication line 1.
