<p><P>PROBLEM TO BE SOLVED: To provide a paper conveying device provided with a jam treatment mechanism capable of more efficiently and safely removing paper when removing paper jam of the recording paper and an image forming device using this by a simple constitution at low cost. <P>SOLUTION: The paper conveying device is provided with a paper feeding part 6; cover members 10R, 10L arranged so as to be opposed to the paper feeding part 6 and openably/closably formed; and paper conveying passages 12, 14 formed between the paper feeding part 6 and the cover members 10R, 10L. A chute member 60 provided on an opposed surface of the paper feeding part 6 to the cover members 10R, 10L, guiding conveying of the recording paper while forming a part of the paper conveying passages 12, 14 and openably/closably formed on a paper conveying passage side is arranged on the paper conveying passages 12, 14.
