PROBLEM TO BE SOLVED: To accurately measure a characteristic value even if the intensity of a radio wave is varied. SOLUTION: In measuring the characteristic value of a measuring target on the basis of a change in a reflected wave by transmitting the radio wave from a radio wave transmission part and receiving the reflected wave of the radio wave in a radio wave receiving part, the fluctuations of the reflected wave on the basis of the fluctuations of the direct wave incident on the receiving part directly from the transmission part when the characteristic value of the measuring target is measured to measure the characteristic value of the measuring target.
