PROBLEM TO BE SOLVED: To provide a floor heater capable of simplifying taking-off work of a floor finishing material while restraining damage of a floor heating panel when taking the floor finishing material off. SOLUTION: This floor heater has the floor heating panel PH equipped with a heating long size body 2 and fastening a sheet-like soaking body 3 to a surface and a plurality of floor finishing materials 1 juxtaposed in a state of sticking to an upper part of its floor heating panel PH by an adhesive 16. A separation facilitating layer 10 for easily separating an adhesive state of the floor finishing material 1 is arranged in a sticking expected part of at least the adhesive 16 in the surface of the floor heating panel PH. A porous sheet body 11 is arranged in an upper part of the floor heating panel PH in a state of ranging over its whole surface or a substantially whole surface. The plurality of floor finishing materials 1 are stuck to the upper part of the floor heating panel PH by the adhesive 16 in a state of interposing the porous sheet body 11.
