PROBLEM TO BE SOLVED: To provide an aqueous epoxy resin composition having good storage stability of a varnish, not emitting odor during storage and working, superior in adhesion and corrosion resistance of a workpiece, and suitable for a coating, an adhesive, a fiber sizing agent and a concrete primer. SOLUTION: An amino group-containing compound (a1) is obtained by reacting an epoxy resin (x1) of 150-4,000 g/eq of an epoxy equivalent with a primary amine compound (x2). The aqueous epoxy resin composition comprises a compound (A) obtained by adding a double bond-containing quaternary amine (a2) to the amino group-containing compound (a1), and water (B).
