PROBLEM TO BE SOLVED: To provide a surface-mounted piezoelectric oscillator and its manufacturing method which does not cause disadvantages such as complicated structure and increased manufacturing labor, if a structure without underfill or a structure without cavity is employed, when a piezoelectric oscillator and one-chip components forming an oscillation circuit, etc. are mounted one above another on a mounting board. SOLUTION: A mounting board 2 comprises a planar insulation board 3, a mounting electrode 4 provided on the insulation board bottom, wiring patterns 5, 6 provided on the insulation board upside. The IC components are flip-chip-mounted with small bumps 7 on the wiring pattern 5. A piezoelectric oscillator 21 is mounted through a connecting conductor 32 on the top faces of large-diameter conductor posts 31 fixed onto the other wiring pattern 6 on the upside of the insulation board 3, and the whole IC components are covered with a mold resin 41 covering them from the insulation board 3 upside to the large diameter post upside.
