A high strength honeycomb draining pipe including a shielding film and a method for manufacturing the same are provided to prevent contamination of soil and underground water by interrupting leakage due to partial damage on the inner and outer sides of a profile and a connection section. A draining pipe supplies a resin between profiles(32). The hollow profiles are wound on the draining pipe. A circular interruption section and a connection section are supplied to a reinforcing interruption member(60). The profiles in which the reinforcing interruption member is inserted into the hollow portion are spirally supplied and are connected to a seam member. An apparatus for manufacturing a high strength honeycomb draining pipe including a shielding film includes a forming member supplying a melted resin to a supply port at a front part of a main extruder(10), an interruption member forming unit forming the reinforcing interruption member, pressing rollers the outer side of the reinforcing interruption member, a dryer installed successively with a cooling tank, a profile forming unit forming the profiles with a resin, and the seam member between the profiles.
