A heating device for performing multistage control of an element basis is provided to operate a heater and a vehicle stably by preventing an inflow of an initial over-current. A heating device for performing multistage control of an element basis includes a radiation unit(10), and a power supply unit(11). The radiation unit(10) has at least one radiation element, and a power supply line connected to the radiation element to provide power to the radiation element. The power supply unit(11) is connected to main power, and has a rotation distributor which increases/decreases the number of power supply lines which are contacted to distribute the main power to the radiation element through rotation. The radiation element is a PTC(Positive Temperature Coefficient) thermistor element. The radiation unit(10) includes a radiation member(12) which radiates heat from the radiating element, an insulation member which insulates the radiation element or the power supply lines, and a cover member which receives the radiation element, the radiation member, the insulation member, and the power supply line. |
