A sandwich panel manufacturing method is provided to make an adhesive state between a metal plate and a core material firm by improving adhesive power between the core material and the exterior metal plate. The sandwich panel manufacturing method produces a sandwich panel by injecting a foaming solution including first liquid having active hydrogen and second liquid reacting with the first liquid to form urethane bond into a gap of a pair of metal plates(20,30) and foaming and hardening the foaming solution. The first liquid is applied on the inner surface of one of the metal plates before injecting the foaming solution into a gap between the metal plates. The first liquid is PPG(Polypropylene Glycol) and the second liquid is MDI(Methylene Diphenyl Diissocyanate). A trimerization catalyst is added to the foaming solution. Polyisocyanurate foam is generated by the foaming solution.
