An apparatus and a method for controlling voice transmission of a PTT(Push-To-Talk) terminal are provided to improve the performance of a PTT terminal by easily designing voice buffering. A voice input unit(21) receives a user voice. An AD(Analog Digital) converter(22) performs AD conversion on the voice inputted from the voice input unit(21). A storage unit(24) stores the voice data outputted from the AD converter(22) in an audio structure of voice memo. An RF unit(26) converts the voice data outputted after being read and vocoded into an RF signal and transmits it. When a PTT button is pressed, a controller(23) stores the voice data inputted through the AD converter(22) in the storage unit(24) by using the audio structure of voice memo. When the PTT button is depressed, the controller(23) stops recording of a voice, reads the voice data stored in the audio structure of voice memo in the storage unit(24), reproduces it, vocodes it, and then, outputs it to the RF unit(26).
