A terminal authentication-based network service access management system and a method thereof are provided to increase the convenience of subscribers in using a network access service by executing access authentication and service authentication by proxy for a subscriber who succeeds in terminal authentication. A terminal authentication-based network service access management system comprises a terminal access management system(270), an RGW/modem(210), a control server(230), and a network access system(220). The terminal access management system(270) creates and manages subscriber profiles for activated terminals, and executes service policies for each subscriber by interworking with the control server(230). The RGW/modem(210), if an IP address is allocated to a terminal through a DHCP server, requests the terminal access management system(270) to create a subscriber profile for the terminal. The control server(230) allows activated terminals to use network services without additional authentication procedures, based on subscriber profiles of the terminal access management system(270). The network access system(220) manages network access states of each terminal, based on each subscriber service policy.
