Provided is a halogen-free and phosphorus-free flame resistant resin composition for a copper clad laminate, which shows excellent flame resistance in the absence of halogen- and phosphorus-containing flame retardants, and has excellent heat resistance, and high glass transition temperature. The halogen-free and phosphorus-free flame resistant resin composition for a copper clad laminate comprises: (A) a compound having a dihydrobenzooxazine ring in its molecule; (B) an epoxy resin; (C) a novolak or resol phenol resin; (D) a cyanate ester resin having at least two cyanate groups per molecule; (E) a phosphorus-free melamine-based flame retardant; (F) a zinc-containing supplementary flame retardant; and (G) an inorganic filler.
