A voiceless communication system, a voiceless communication terminal, and a voiceless communication method are provided to establish a speech path between an originating voice terminal and a receiving terminal, and to respond to a call request of the voice terminal to execute text to voice conversion or voice to text conversion of the receiving terminal, thus a voice call with a sender is maintained during conference or when the voice call is difficult to be performed. A management server(105) establishes a speech path between a voice terminal(103) and a voiceless communication terminal(111) in response to a service request of the voiceless communication terminal(111), and maintains/controls a short message channel with the voiceless communication terminal(111). A service server(107) includes a TTS(Text To Speech) engine for converting voice information into a text signal by connecting with the management server(105) or for converting text information into a voice signal, and services text message conversion for the voiceless communication terminal(111) with regards to the voice signal for the voice terminal(103) according to actuation of the TTS engine.
