PROBLEM TO BE SOLVED: To exactly detect whether or not an input video signal is a 2-2 pulldown signal without being affected by a still scene, etc. SOLUTION: When it is determined that a part which should be "strong" on a 2-2 pulldown pattern of correlation between fields does not become "weak", when a condition that correlation between the present field and the previous field is "strong", correlation between the previous field of the present field and a field in front of two is "strong" and correlation between the present field and a field that is the field in front of two is "weak" is not established, decision to the input video signal with the 2-2 pulldown signal is continued.
