PROBLEM TO BE SOLVED: To perform efficient latch and level shift of a digital signal. SOLUTION: An input digital signal is captured into a first latch circuit 620 by a switch 610. The output of the first latch circuit 620 has been input into a voltage-driving level shifter 630, and the output of this level shifter 630 is latched into a second latch circuit 640. Accordingly, a digital signal of a first amplitude is captured by the switch 610, thereby acquiring a digital signal of a second amplitude level-shifted to a second latch.
