PROBLEM TO BE SOLVED: To provide an elastic member of high durability to drop impact and low temperature dependency in Young's modulus. SOLUTION: A fluctuation range of Young's modulus within a range of use environmental temperature can be kept to be 35% or less, and residual distortion can be kept to be 0.25% or less in unloading after addition of distortion of at least 2% over elastic distortion, by performing heat treatment at temperatures of 200-300°C, and a holding time of 0.5-150 minutes on the elastic member, thus the temperature dependency in natural frequency can be reduced. As a result, scanning to an information medium can be correctly performed without affected by the drop of a device main body and an environmental temperature in using the device, by using this elastic member as an operating member for optically or magnetically scanning the information medium.
