<p>The device has two bogies, in which one bogie is arranged in both end regions of chassis, and a supporting cover (10) movable along a guiding rail. A movement combination frame is arranged under the chassis between the bogies. A rotatable shaft (13) is arranged within the cover for horizontal movement so that the shaft is rotatable within the cover and is slided in a perpendicular direction. The lower end of the shaft is fixed in a lower supporting cover so that the shaft is movable right and left in horizontal level.</p>
