PROBLEM TO BE SOLVED: To prevent lift or the like due to attachment of a planar heating element, to add flexibility to fit to a shape to be deformed by an external force, and improve reliability in usability and durability or the like of the planar heating element 1 when attached to a fixture in the planar heating element. SOLUTION: This is the planar heating element 1 provided with an electric insulating substrate 2, an electrode 3 formed on the electric insulating substrate, a polymer resistor 4 to which power is supplied from the electrode 3 and which heats, and a covering material 5 which covers the electrode 3 and the polymer resistor 4, and which is made adhered to the electric insulating substrate. The planar heating element 1 is adhered and fixed by a first adhering means of a two-sided tape 13 so as to be adhered to a seat substrate 9, and a plurality of slits 11 fit to a shape into which the planar heating element 1 is deformed by the outer force is installed.
