The device has optical transmitting and receiving units (12, 14) arranged in a tube (18), which is made of conductive plastic, and on a printed circuit board (16). Permeable and electrically conductive layers (42, 44) are arranged between openings of tube channels (20, 22) and the units for the transmitting and receiving light. The light is transmitted and/or incident through the tube channels. The layers are connected with the tube in an electrically conducting manner and electrically close the tube channels externally in the cross section.
