<p><P>PROBLEM TO BE SOLVED: To provide a one-to-many communication method and a device for achieving broadcast communication and multicast communication simulatively under a communication environment corresponding to only unicast communication. <P>SOLUTION: An adjacent node identifier 21 recognizes the address of each adjacent node and stores it in an adjacent node list 27. A data attribute identifier 22 identifies the number of hops in the own node of data to be transmitted. A transmission rule storage 23 registers a plurality of rules related to transmission procedures, when the own node transmits the data to each adjacent node successively by unicast. A transmission rule selector 24 selects a first or second rule, based on a result identified by the data attribute identifier 22. A transfer prohibition list 26 registers the address of the adjacent node where the transfer of the data is prohibited.
