PROBLEM TO BE SOLVED: To provide a photographing device photographing a subject outside a moving body and acquiring a high-quality photographic image, and a photographing controller and a photographing system. SOLUTION: The photographing device mounted on the moving body and photographing the subject is equipped with: a speed sensing part sensing the moving speed of the moving body; a shutter speed decision part deciding a shutter speed when photographing the subject to shutter speed in accordance with the speed sensed by the sensing part; and a photographing part photographing the subject at the shutter speed decided by the shutter speed decision part.
