A system for of converting circuit switches to packet switches, and associated methods. The system includes a terminal block having disconnect blocks and switching blocks. A half-tap is provided to connect the terminal block with an existing main distribution frame in a manner that enables cut over or conversion from the existing main distribution frame to the terminal block.
