<p><P>PROBLEM TO BE SOLVED: To provide a video data compression apparatus and a method thereof for adjusting a produced bit amount in response to the complicatedness of a pattern of each part of video data, so as to improve the quality of the video image after compression as a whole. <P>SOLUTION: A real difficulty data calculation circuit 282 calculates real difficulty data Dj corresponding to a data amount after the compression on the basis of index data (ME residual, flatness, intra AC, and activity) indicating the complicatedness of a pattern of a video image. A parameter calculation circuit 286 adjusts a parameter Rj' in response to an occupancy factor or the like of a VBV buffer. A target data amount calculation circuit 284 multiplies a multiplier calculated on the basis of the real difficulty data Dj with the parameter Rj' adjusted by the parameter calculation circuit 286 to calculate a target data amount Tj indicating a target value of the data amount of the video image after the compression.
