PROBLEM TO BE SOLVED: To provide a washing device and a washing method applicable even to a washing object composed of a metal without using an organic solvent, with little environmental load. SOLUTION: The washing device for removing oily contaminant of a washing object is provided with at least one treatment tank storing alkaline ion water containing a metasilicate as a treatment liquid and having a bubble generation means, and a heating means for the treatment liquid. In the washing method for removing the oily contaminant of the washing object, the washing object is dipped in the bubble generating and heated alkaline ion water containing a metasilicate.
