PROBLEM TO BE SOLVED: To assign a communication timing of high communication efficiency to a slave terminal which communicates a plurality of time-divided frames in specified communication cycles and decreases power consumption in timing other than the communication cycles. SOLUTION: A control terminal which controls the slave terminal includes a determination means of determining the start timing of a specified communication cycle in a control mode so as not to overlap with start timings of other control modes different in communication cycle when the slave terminal participates in at least one control mode among a plurality of control modes predefined to be different in specified communication cycle, and a reporting means of reporting the determined start timing to the slave terminal.
