PROBLEM TO BE SOLVED: To provide a video monitoring system best suited for crime-prevention, in such a way that video record are replayed after a crime having taken place for inspection of the occurrence situations and that stored video record are replayed for verifying the crime occurred, without being noticed by anyone and are used to identify the culprit, which covers and eliminates the shortcomings of a film-camera based method and NTSC-TV camera based method, at relatively low cost. SOLUTION: The image recording apparatus includes an imaging device which generates at least two types of images: a high-definition image and an intermediate definition image with definition lower than the former; a recording device for recording the high-definition image; and a recording device for the intermediate definition image, and displays the images on a monitor.
