PROBLEM TO BE SOLVED: To provide a method and an apparatus for manufacturing an optical information recording medium which can suppress unevenness in the thickness of a radiation curable resin rising by surface tension near the outer circumferential edge part of a substrate and suppress generation of burr to the outside of the substrate, when the radiation curable resin is applied on the substrate. SOLUTION: The method for manufacturing the optical information recording medium including the substrate having at least one layer of signal recording layer and a resin layer transmitting light includes a step of applying the radiation curable resin on the substrate and a step of reducing the rotation speed after accelerating the substrate up to a first rotation speed and performing irradiation with radiation during the reduction of the rotation speed to cure at least a part of the radiation curable resin, thereby forming the resin layer.
