PROBLEM TO BE SOLVED: To provide an image display apparatus and an image display method capable of allowing particles to be easily movable by generating preferable vibration without generating uncomfortable noise, thereby preventing degradation in image quality. SOLUTION: An image display medium 15 having a transparent display substrate 36 as an image display side and a back substrate 38 disposed opposing to the display substrate 36 over a predetermined gap contains particle groups (positively charged black particles 48 and negatively charged white particles 50) sealed between the substrate, the particles movable between the substrates according to a voltage applied to between the pair of substrates, and is provided with a vibrator 13 on the back of the medium 15. A controller 11 applies an alternating voltage to the vibrator 13 to vibrate the image display medium 15, and then stops application of the alternating voltage and applies a voltage for an image according to image information to between the substrates.
