A binding mechanism is provided for securing compact disc sleeves and other sheet material in a notebook binder (10) or wallet (10) and which preferably can be quickly and selectively opened and closed by utilizing a resilient strap locking mechanism (28). In order to secure the sheets in the binder (10), the user initially verifies that a tab (34) is in an unlocked position, thereby aligning locking strip slots (30) and slots (38) integrated into the spine.
