PROBLEM TO BE SOLVED: To realize measurement of electric power saving, while keeping the trackability of periodic flow fluctuations. SOLUTION: The measurement control means 4 for controlling the timing operation of the propagation time of the ultrasonic waves by the timing means 11, operates based on the high speed clock supplied from the ceramic oscillation circuit 16. The clock control means 18 stops the clock supply that is supplied from the ceramic oscillation circuit 16 for each end of the timing operation of the timing means, and the waiting time from the end of measurement of the propagation time to the performance of the next measurement process controls with the low-speed clock supplied from the crystal oscillator 15. Thereby, the electric power consumed during the serial measurement process is reduced, and the measurement of the electric power saving can be realized, while keeping the trackability with respect to the periodic flow rate fluctuations, as it is.
