PROBLEM TO BE SOLVED: To shorten the forming time of a fitting hole 39 while suppressing the occurrence of a defective product of an air bladder 7. SOLUTION: A first notch 65 is formed to one edge part of a reinforcing layer 31 and a second notch 67 is formed to the other edge part of the reinforcing layer 31 while one edge part and other edge part of the reinforcing layer 31 are overlapped with each other on the inner peripheral surface side of a tube 23 while covering the whole of the tube 23 with the reinforcing layer 31 to attach the reinforcing layer 31 to the tube 23 while forming the fitting hole 39, in which the connection part 27b of a valve spad 27 is fitted at the place aligned with the connection part 27b of the valve spad 27, by the first and second notches 65 and 67. Vulcanization treatment is applied to the reinforcing layer 31 to form a plurality of first and second ridges 35 and 37 while reinforcing the rigidity of the reinforcing layer 31.
