PROBLEM TO BE SOLVED: To provide a method for developing a waste treatment facility capable of easily forming a waterproof layer even in a narrow area without requiring large-scaled equipment. SOLUTION: When the waste treatment facility for radioactive waste disposal is developed, a radioactive waste 2 is placed in a tunnel 1, and a waterproof layer 3 is formed in a space between the tunnel 1 and the radioactive waste 2. The waterproof layer 3 is formed by a spray technique using a spray device 20, the spray device 20 sprays a bentonite-based material, and the bentonite-based material comprises a mixture of bentonite and an aqueous carbonate ion solution.
